    And why was she killed. It was a car chase like any other. An otherwise law abiding citizen.

      I don't know the circumstances of the final seconds leading to her being shot. I'm not sure if she was shot in her vehicle or if she had exited. But up until that shooting, she was a potential VBIED. The actions she took while driving made her an imminent threat.
